The short version: eBay announced a plan on October 20 to reduce about 9% of its global workforce; a spokesperson told CNBC that about 1,000 employees would be affected. Its 8-K estimates $130 million to $150 million in pre-tax charges. A Workday snapshot from 7:25 to 7:29 a.m. PT on October 22 showed 269 postings, 83 in the U.S., and 79 U.S. postings with annual pay ranges. California EDD’s latest workbook covers notices processed through October 14, before the plan, so it cannot show whether an eBay notice has since been filed.

eBay plans to cut about 1,000 employees while it continues to advertise. If you work there, or want to, the timing and job details matter.

What happened

  • The plan: eBay's Form 8-K, filed October 22 at 6:07 a.m. PT, says it announced a restructuring plan on October 20 that cuts its "current global workforce by approximately 9%." It expects $130 million to $150 million in pre-tax charges, mostly severance, largely in the fourth quarter, with the cuts "substantially complete" by the end of the first quarter of 2027, subject to local consultation rules.
  • The headcount: a spokesperson told CNBC on October 21 that about 1,000 employees are affected and that eBay will keep hiring in "priority areas aligned with our strategy." Reuters first reported CEO Jamie Iannone's memo, which said affected staff would hear in the coming days.
  • Same filing: eBay expects third-quarter results above its August guidance.

It's eBay's second round of 2026. In February, it cut about 800 jobs, or 6% of full-time staff.

What the WARN record shows so far

California's latest WARN workbook, downloaded October 22, is titled July 1 to October 14, 2026 and is filtered by processed date. That cutoff predates the plan, so the file cannot show whether a California notice has since been filed. Earlier eBay rows in the state's 2025-26 report and 2023-24 report:

  • February 2026 round: 243 at the San Jose headquarters and 28 in San Francisco. Notice, processing and effective dates all read February 25, 2026. That's 271 of the roughly 800 announced.
  • April 2026 office closure: 198 at 300 Mission Street, San Francisco, notice April 10, effective September 30. eBay told KRON4 it didn't renew the lease and the team would work from San Jose, so read that row as a closure filing, not a layoff count.
  • January 2024 round: 261 in San Jose and 20 in San Francisco, notice January 23, processed February 1, effective January 24.

These summary rows list sites and counts, not job titles. Our WARN notice guide explains the dates, and our California and Washington WARN calendar tracks other tech filings.

Who eBay is hiring (observed October 22)

Raydar pulled eBay's public Workday board from 7:25 to 7:29 a.m. PT: 269 postings, all full time.

  • By country: India 84, U.S. 83, Canada 41, Ireland 16, Netherlands 12, Germany 10, and 23 across eight other countries.
  • U.S. cities: San Jose 30, Austin 26, Salt Lake City 5, Runnemede, New Jersey 5, and 17 across nine other locations, one of them remote.
  • U.S. functions (Raydar's title grouping): 28 engineering and data, 26 finance, legal, people and strategy, 13 product and design, 13 marketing, sales, content and collectibles, 3 warehouse and fulfillment.
  • Dates: 43 postings carry a posted date of October 20 or later, 28 of them in the U.S. Another 52 date from before September.

Posted dates can reflect reposting, so they don't prove new seats. They do show eBay is still advertising.

What eBay pays

Of 83 U.S. postings, 75 show figures in eBay's standard base-pay format and four more state an annual salary range. One gives no figure, two leave the range blank, and one contractor-only warehouse posting gives an hourly rate. All 83 include eBay's standard wording that total compensation may include a target bonus and restricted stock units, without values.

  • Top: Sr. Director, Distinguished Engineer in San Jose, $274,400 to $366,300 base.
  • Same level, different city: Software Engineer 3, Search Backend in Austin lists $98,000 to $173,600 base. A San Jose Software Engineer 3 posted October 20 lists "Salary: $169,576.00-222,100.00 per annum."
  • Two requisitions, one range: San Jose MTS 1 and MTS 2 postings list about $187,741 to $262,700 a year. There is a copy mismatch: the MTS 1 page headline says MTS 1, but its description says MTS 2. Do not read these two postings as proof that both levels share a pay band.
  • Location tiers: Communications Systems & Ops. Specialist shows $89,200 to $119,100 for the Bay Area, New York and Seattle, and $61,600 to $103,600 elsewhere.
  • No annual range: an Austin Software Engineer 3 gives no figure, two Goldin collectibles roles leave the range blank, and a contractor-only warehouse role gives an hourly rate.

What it means for candidates

  • If you're affected: watch your state's WARN list for your site. The notice and effective dates on that row tell you more than the headline does.
  • If you're applying: ask whether the role sits in one of the "priority areas." The statements we reviewed don't name them.
  • Level and location: where two levels share one range, or Austin and San Jose differ by tens of thousands at the same level, ask which band your offer uses.
  • RSUs: every U.S. posting mentions them and none prices them. Get the grant value and vesting in writing.

As with Netflix's board after its cuts, the layoff headline and the hiring board are both true at once. Read the board.

Sources and method

Plan, charges and timing come from eBay's 8-K. The 1,000 figure and hiring quote are spokesperson statements to CNBC; the memo is Reuters reporting. WARN rows come from California EDD files downloaded October 22, 2026. The board was pulled through eBay's public Workday feed (linked from careers.ebayinc.com) between 7:25 and 7:29 a.m. PT; counts are postings, not seats or hires. The live search page later showed 268, so 269 is a time-stamped snapshot, not a live total. No employee names were used.
